In accordance with Investment Agreement articles 8.2 and 8.5.1, Oyu tolgoi LLC has adopted the policy to first provide with job opportunities arising during the Construction phase only to the citizens re-settled and officially registered as native residents before October 6, 2009 in the Khanbogd, Bayan-Ovoo, Manlai, and Dalanzadgad soums which are located in the direct impact zone of the OT project.

The policy has been adopted to respond to the limited capacities of local governance, social services, and public infrastructure to accommodate an eventual migration to those soums, and to manage internal migration tendencies during the construction phase of the project.

0The Investment Agreement (IA) article 8.2 stipulates that “during the term of this Agreement, the Investor and its Affiliates and the Government will cooperate together to ensure that there is a suitably qualified OT Project Workforce available to meet the timeframe of the OT Project”.

The article 8.5.1 states that for construction work during the Construction Period and Expansion Periods, not less than 60% of the entities’ employees will be citizens of Mongolia. Moreover the article 4.11 says that the Investor is to make training, recruiting, and employing of citizens of local communities in the southern Gobi region a priority, with preference to the Umnugovi province.
